asking bribe for service tax registration

I was asked to pay Rs. 500 to the signing authority for service tax registration @ Service Tax - I, Mumbai (Group IV).

It seems everyone who goes there for registration is asked to pay Rs. 500/- as I saw 2 other people paying them.
